為貫徹(che)落實(shi)中共中央辦公廳(ting)、國務院辦公廳(ting)《關(guan)(guan)于(yu)推(tui)動(dong)城鄉(xiang)建(jian)設(she)綠色發(fa)(fa)展(zhan)的(de)意見(jian)》(中辦發(fa)(fa)〔2021〕37號)、住(zhu)房(fang)和(he)城鄉(xiang)建(jian)設(she)部等部門《關(guan)(guan)于(yu)推(tui)動(dong)智能建(jian)造(zao)與建(jian)筑工(gong)(gong)業(ye)(ye)化(hua)協(xie)同發(fa)(fa)展(zhan)的(de)指導(dao)意見(jian)》(建(jian)市〔2020〕60號)、《關(guan)(guan)于(yu)加快(kuai)新型建(jian)筑工(gong)(gong)業(ye)(ye)化(hua)發(fa)(fa)展(zhan)的(de)若干意見(jian)》(建(jian)標規〔2020〕8號)及江蘇(su)(su)省(sheng)住(zhu)房(fang)和(he)城鄉(xiang)建(jian)設(she)廳(ting)《關(guan)(guan)于(yu)推(tui)進江蘇(su)(su)省(sheng)智能建(jian)造(zao)發(fa)(fa)展(zhan)的(de)實(shi)施(shi)方案(試行(xing))》(蘇(su)(su)建(jian)建(jian)管(guan)〔2022〕259號)等文件精神,全面推(tui)進新型建(jian)筑工(gong)(gong)業(ye)(ye)化(hua)在工(gong)(gong)程建(jian)設(she)各環(huan)節的(de)應用(yong),充分發(fa)(fa)揮智能建(jian)造(zao)的(de)引(yin)領和(he)支撐作用(yong),不斷提高施(shi)工(gong)(gong)效(xiao)率(lv)、降低建(jian)設(she)成本(ben)、提升(sheng)工(gong)(gong)程質量、保(bao)證施(shi)工(gong)(gong)安全,促進建(jian)筑業(ye)(ye)轉型升(sheng)級和(he)高質量發(fa)(fa)展(zhan),結合我(wo)市實(shi)際,制(zhi)定本(ben)實(shi)施(shi)意見(jian)。

一、總體目標

以習近(jin)平(ping)新(xin)時代中國特色社(she)會(hui)主義(yi)思想為(wei)指導(dao),深(shen)入貫(guan)徹黨的(de)(de)二十(shi)大精神,立足新(xin)發(fa)展(zhan)階段、貫(guan)徹新(xin)發(fa)展(zhan)理(li)念、構建(jian)(jian)(jian)新(xin)發(fa)展(zhan)格局,以發(fa)展(zhan)裝(zhuang)配(pei)式建(jian)(jian)(jian)筑為(wei)代表的(de)(de)新(xin)型(xing)建(jian)(jian)(jian)筑工(gong)業(ye)化(hua)為(wei)載體,進(jin)(jin)一步鞏固我市(shi)國家(jia)(jia)裝(zhuang)配(pei)式建(jian)(jian)(jian)筑示范城市(shi)創建(jian)(jian)(jian)成(cheng)(cheng)果,全(quan)面(mian)(mian)提升全(quan)市(shi)新(xin)建(jian)(jian)(jian)項目建(jian)(jian)(jian)筑工(gong)業(ye)化(hua)技(ji)術(shu)應用(yong)范圍與建(jian)(jian)(jian)造(zao)水平(ping);以創建(jian)(jian)(jian)國家(jia)(jia)智能(neng)建(jian)(jian)(jian)造(zao)試(shi)點(dian)城市(shi)為(wei)契機(ji),推進(jin)(jin)建(jian)(jian)(jian)筑工(gong)業(ye)化(hua)、數字化(hua)、智能(neng)化(hua)升級,探索建(jian)(jian)(jian)立全(quan)市(shi)智能(neng)建(jian)(jian)(jian)造(zao)與新(xin)型(xing)建(jian)(jian)(jian)筑工(gong)業(ye)化(hua)協同發(fa)展(zhan)的(de)(de)政策(ce)體系(xi)(xi)和(he)監管模式,加快推動(dong)建(jian)(jian)(jian)筑業(ye)與先進(jin)(jin)制(zhi)造(zao)技(ji)術(shu)、施工(gong)技(ji)術(shu)、新(xin)一代信息技(ji)術(shu)的(de)(de)深(shen)度(du)融合,拓展(zhan)數字化(hua)應用(yong)場景,形成(cheng)(cheng)涵(han)蓋科研、設計、生(sheng)產(chan)、施工(gong)、運營等(deng)全(quan)產(chan)業(ye)鏈(lian)融合一體的(de)(de)智能(neng)建(jian)(jian)(jian)造(zao)產(chan)業(ye)體系(xi)(xi),全(quan)面(mian)(mian)推進(jin)(jin)建(jian)(jian)(jian)筑產(chan)業(ye)現(xian)代化(hua)。

2023年起緊(jin)緊(jin)圍繞(rao)完(wan)善(shan)(shan)政(zheng)策體(ti)系、培(pei)育(yu)智(zhi)能(neng)建(jian)(jian)(jian)造(zao)(zao)產(chan)業(ye)(ye)、建(jian)(jian)(jian)設試(shi)點(dian)示(shi)范工程、創新管理(li)機制(zhi)、打造(zao)(zao)智(zhi)能(neng)工廠、推(tui)(tui)動技術研發和成果轉化、完(wan)善(shan)(shan)標準體(ti)系、培(pei)育(yu)專(zhuan)業(ye)(ye)人才(cai)等方面(mian),制(zhi)定(ding)出臺行之有效(xiao)的(de)激勵政(zheng)策和管理(li)舉措(cuo)。同時,以(yi)政(zheng)府投資(zi)大中型項目為(wei)重點(dian)開展(zhan)智(zhi)能(neng)建(jian)(jian)(jian)造(zao)(zao)市(shi)級示(shi)范培(pei)育(yu),引導建(jian)(jian)(jian)設一批帶(dai)動效(xiao)應明顯的(de)智(zhi)能(neng)建(jian)(jian)(jian)造(zao)(zao)試(shi)點(dian)示(shi)范項目和示(shi)范基地,適時組織開展(zhan)觀(guan)摩和推(tui)(tui)廣宣傳,逐步形成可復制(zhi)可推(tui)(tui)廣的(de)實踐經(jing)驗,提升(sheng)全行業(ye)(ye)智(zhi)能(neng)建(jian)(jian)(jian)造(zao)(zao)水平。

到2025年末,全市(shi)智(zhi)(zhi)能(neng)建(jian)(jian)(jian)(jian)造與(yu)新(xin)(xin)(xin)型(xing)(xing)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)工業(ye)化協同發展的(de)政策體(ti)系、產業(ye)體(ti)系和監管體(ti)系基(ji)本完(wan)備(bei),實(shi)現建(jian)(jian)(jian)(jian)筑(zhu)(zhu)信息模(mo)型(xing)(xing)(BIM)技術(shu)在(zai)規模(mo)以(yi)上(shang)新(xin)(xin)(xin)建(jian)(jian)(jian)(jian)工程項(xiang)目(mu)中普及(ji)(ji)應用,新(xin)(xin)(xin)型(xing)(xing)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)工業(ye)化建(jian)(jian)(jian)(jian)設項(xiang)目(mu)新(xin)(xin)(xin)開(kai)工總面積占新(xin)(xin)(xin)建(jian)(jian)(jian)(jian)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)面積的(de)比(bi)例達(da)到60%以(yi)上(shang),智(zhi)(zhi)能(neng)建(jian)(jian)(jian)(jian)造適(shi)宜技術(shu)在(zai)政府投資(zi)大中型(xing)(xing)項(xiang)目(mu)應用中占比(bi)達(da)到60%以(yi)上(shang)。推進工業(ye)互聯網在(zai)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)領(ling)域的(de)融合應用,以(yi)新(xin)(xin)(xin)型(xing)(xing)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)工業(ye)化項(xiang)目(mu)為(wei)基(ji)礎,以(yi)政府投資(zi)建(jian)(jian)(jian)(jian)設項(xiang)目(mu)為(wei)重(zhong)點,初步建(jian)(jian)(jian)(jian)成建(jian)(jian)(jian)(jian)筑(zhu)(zhu)產業(ye)互聯網平臺(tai),實(shi)現建(jian)(jian)(jian)(jian)筑(zhu)(zhu)業(ye)產業(ye)基(ji)礎、技術(shu)裝備(bei)、科技創(chuang)新(xin)(xin)(xin)能(neng)力、勞動生產率(lv)及(ji)(ji)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)品質全面提升(sheng)。

二、重點任務

(一)加大新型建筑工業化推進力度

進一步(bu)完善適用(yong)(yong)于(yu)不(bu)同建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)類(lei)型的新(xin)(xin)(xin)型建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)工業化技(ji)(ji)(ji)術(shu)體(ti)(ti)系,調整(zheng)和優化全(quan)(quan)市(shi)新(xin)(xin)(xin)型建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)工業化技(ji)(ji)(ji)術(shu)應(ying)用(yong)(yong)指標評測標準和方法(fa),引(yin)導和鼓勵技(ji)(ji)(ji)術(shu)創新(xin)(xin)(xin)和新(xin)(xin)(xin)技(ji)(ji)(ji)術(shu)應(ying)用(yong)(yong),擴大新(xin)(xin)(xin)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)項目應(ying)用(yong)(yong)覆(fu)蓋范圍。2023年起,全(quan)(quan)市(shi)范圍內(nei)新(xin)(xin)(xin)出讓或劃撥地塊(kuai),新(xin)(xin)(xin)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)商品住(zhu)宅、保(bao)障性(xing)住(zhu)房等居住(zhu)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(以(yi)下簡稱“居住(zhu)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)”,不(bu)含三(san)層(ceng)及以(yi)下、單體(ti)(ti)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)面積(ji)小于(yu)5000平(ping)方米(mi)的配(pei)套用(yong)(yong)房),單體(ti)(ti)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)面積(ji)5000平(ping)方米(mi)或總建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)面積(ji)2萬平(ping)方米(mi)以(yi)上新(xin)(xin)(xin)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)學(xue)校、醫療、衛生、商業、科研、辦公、公寓等公共建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(以(yi)下簡稱“公共建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)”)全(quan)(quan)面推廣運用(yong)(yong)新(xin)(xin)(xin)型建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)工業化建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)造方式(shi)。基本控(kong)制(zhi)指標為居住(zhu)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)單體(ti)(ti)預制(zhi)裝配(pei)率不(bu)低(di)(di)于(yu)50%,公共建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)單體(ti)(ti)預制(zhi)裝配(pei)率不(bu)低(di)(di)于(yu)45%;裝配(pei)式(shi)鋼結構建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)、裝配(pei)式(shi)木結構建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)中裝配(pei)式(shi)外圍護和內(nei)隔墻構件(jian)的應(ying)用(yong)(yong)比例(li)不(bu)低(di)(di)于(yu)60%;居住(zhu)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)采(cai)用(yong)(yong)全(quan)(quan)裝修,公共建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)公共部位采(cai)用(yong)(yong)全(quan)(quan)裝修。

鼓(gu)勵市政(zheng)橋梁、軌道交通(tong)、綜合管廊、交通(tong)樞紐等,按(an)照“宜用則(ze)用”的(de)原(yuan)則(ze),盡可(ke)能采用新型建筑工業(ye)化方式。

(二)拓展數字化技術應用場景

在全市政府工(gong)(gong)(gong)程(cheng)、大(da)型公建(jian)(jian)和開發項(xiang)目中全面推(tui)(tui)廣(guang)BIM技(ji)(ji)術(shu)(shu)(shu),升(sheng)級完(wan)善施工(gong)(gong)(gong)圖BIM智能審(shen)查管理(li)系統,擴(kuo)大(da)BIM技(ji)(ji)術(shu)(shu)(shu)在規(gui)劃審(shen)批、施工(gong)(gong)(gong)圖設(she)(she)計(ji)(ji)(ji)(ji)審(shen)查、竣工(gong)(gong)(gong)驗收等(deng)管理(li)流程(cheng)中的(de)應用范圍(wei),建(jian)(jian)立全市工(gong)(gong)(gong)程(cheng)建(jian)(jian)設(she)(she)數字化(hua)成(cheng)果交付和存(cun)檔(dang)管理(li)體系。推(tui)(tui)進(jin)數字化(hua)設(she)(she)計(ji)(ji)(ji)(ji),鼓勵設(she)(she)計(ji)(ji)(ji)(ji)單位應用自(zi)主(zhu)可(ke)控的(de)BIM軟件(jian)(jian),推(tui)(tui)進(jin)BIM正向設(she)(she)計(ji)(ji)(ji)(ji)和各專業(ye)協調,構建(jian)(jian)智能建(jian)(jian)造標(biao)準(zhun)化(hua)設(she)(she)計(ji)(ji)(ji)(ji)體系,完(wan)善居住建(jian)(jian)筑預(yu)制構件(jian)(jian)標(biao)準(zhun)化(hua)設(she)(she)計(ji)(ji)(ji)(ji)技(ji)(ji)術(shu)(shu)(shu)導則(ze),建(jian)(jian)立標(biao)準(zhun)化(hua)構件(jian)(jian)庫(ku),以標(biao)準(zhun)化(hua)設(she)(she)計(ji)(ji)(ji)(ji)為主(zhu)線引導上下游產(chan)業(ye)鏈協同發展,實現(xian)設(she)(she)計(ji)(ji)(ji)(ji)、生產(chan)、施工(gong)(gong)(gong)、運維等(deng)環節協同。加(jia)快(kuai)推(tui)(tui)動BIM技(ji)(ji)術(shu)(shu)(shu)在建(jian)(jian)造全過程(cheng)的(de)集(ji)成(cheng)與創新應用,培育(yu)不少(shao)于10家具有BIM一體化(hua)集(ji)成(cheng)設(she)(she)計(ji)(ji)(ji)(ji)能力的(de)設(she)(she)計(ji)(ji)(ji)(ji)企業(ye),提(ti)高設(she)(she)計(ji)(ji)(ji)(ji)質量和生產(chan)效率。

(三)提升智能施工管理水平

完善(shan)與(yu)新(xin)型(xing)(xing)建(jian)筑(zhu)(zhu)工(gong)業(ye)(ye)化相適應(ying)(ying)的(de)智(zhi)(zhi)(zhi)能(neng)(neng)(neng)施(shi)工(gong)組織方式,大力推(tui)進智(zhi)(zhi)(zhi)能(neng)(neng)(neng)施(shi)工(gong)過程(cheng)(cheng)(cheng)管理。以(yi)智(zhi)(zhi)(zhi)慧工(gong)地(di)為(wei)基礎(chu),鼓勵(li)大中(zhong)型(xing)(xing)以(yi)上(shang)建(jian)設項(xiang)目建(jian)立(li)多(duo)(duo)方協(xie)作智(zhi)(zhi)(zhi)能(neng)(neng)(neng)建(jian)造平臺,強化上(shang)下游協(xie)同(tong),形成(cheng)涵(han)蓋設計、生產(chan)、施(shi)工(gong)、技(ji)(ji)術(shu)(shu)服務的(de)產(chan)業(ye)(ye)鏈。加(jia)快培(pei)育具有(you)(you)智(zhi)(zhi)(zhi)能(neng)(neng)(neng)建(jian)造系統解(jie)決方案能(neng)(neng)(neng)力的(de)工(gong)程(cheng)(cheng)(cheng)總承包企(qi)業(ye)(ye),推(tui)動企(qi)業(ye)(ye)以(yi)多(duo)(duo)種形式緊密合作、協(xie)同(tong)創(chuang)新(xin),逐步形成(cheng)以(yi)工(gong)程(cheng)(cheng)(cheng)總承包企(qi)業(ye)(ye)為(wei)核心(xin)、有(you)(you)關(guan)領(ling)軍企(qi)業(ye)(ye)深度參與(yu)的(de)開放(fang)型(xing)(xing)產(chan)業(ye)(ye)體系,構建(jian)智(zhi)(zhi)(zhi)能(neng)(neng)(neng)建(jian)造產(chan)業(ye)(ye)生態。在(zai)工(gong)程(cheng)(cheng)(cheng)測量、材料配(pei)送、鋼筋加(jia)工(gong)、面層噴涂、地(di)磚鋪貼、構件安(an)裝、高空焊接等現(xian)場施(shi)工(gong)環節,進一步推(tui)廣先進智(zhi)(zhi)(zhi)能(neng)(neng)(neng)設備、建(jian)筑(zhu)(zhu)機(ji)(ji)器人(ren)、無人(ren)機(ji)(ji)等技(ji)(ji)術(shu)(shu)在(zai)施(shi)工(gong)現(xian)場的(de)應(ying)(ying)用,提(ti)高機(ji)(ji)械化施(shi)工(gong)程(cheng)(cheng)(cheng)度。培(pei)育不少(shao)于5家(jia)具有(you)(you)關(guan)鍵核心(xin)技(ji)(ji)術(shu)(shu)和系統解(jie)決方案能(neng)(neng)(neng)力、在(zai)全國具有(you)(you)較強基礎(chu)研(yan)究(jiu)能(neng)(neng)(neng)力和自主(zhu)創(chuang)新(xin)水平的(de)龍頭骨(gu)干企(qi)業(ye)(ye)和產(chan)業(ye)(ye)基地(di)。

(四)推進智能制造升級改造

(五)促進科技成果轉化

將智(zhi)能(neng)建(jian)造(zao)和新(xin)型建(jian)筑工(gong)(gong)業化技術(shu)(shu)(shu)研(yan)(yan)(yan)(yan)(yan)究列為科技重點(dian)研(yan)(yan)(yan)(yan)(yan)發方向,鼓(gu)(gu)勵產(chan)(chan)、學、研(yan)(yan)(yan)(yan)(yan)、用等單位(wei)開(kai)展技術(shu)(shu)(shu)創新(xin)工(gong)(gong)作(zuo),支(zhi)持行業骨干企(qi)業、高等院校、科研(yan)(yan)(yan)(yan)(yan)院所獨立或聯合建(jian)設工(gong)(gong)程技術(shu)(shu)(shu)研(yan)(yan)(yan)(yan)(yan)究中心,建(jian)立智(zhi)能(neng)建(jian)造(zao)新(xin)技術(shu)(shu)(shu)產(chan)(chan)品(pin)(pin)成果庫,加大成果推廣應用力度,每年支(zhi)持智(zhi)能(neng)建(jian)造(zao)有(you)關(guan)(guan)科研(yan)(yan)(yan)(yan)(yan)項(xiang)目(mu)不少于5項(xiang),培(pei)育2家(jia)以(yi)上與(yu)智(zhi)能(neng)建(jian)造(zao)有(you)關(guan)(guan)的重點(dian)實(shi)驗室、工(gong)(gong)程研(yan)(yan)(yan)(yan)(yan)究中心、技術(shu)(shu)(shu)創新(xin)中心、企(qi)業技術(shu)(shu)(shu)中心等科技創新(xin)平臺(tai)。每年組(zu)織(zhi)召開(kai)智(zhi)能(neng)建(jian)造(zao)技術(shu)(shu)(shu)交流會和智(zhi)能(neng)建(jian)造(zao)項(xiang)目(mu)現(xian)場觀摩會不少于2次,及時宣傳試點(dian)經驗和成效。積極鼓(gu)(gu)勵智(zhi)能(neng)建(jian)造(zao)有(you)關(guan)(guan)項(xiang)目(mu)、技術(shu)(shu)(shu)服(fu)務、產(chan)(chan)品(pin)(pin)應用申報國家(jia)智(zhi)能(neng)建(jian)造(zao)新(xin)技術(shu)(shu)(shu)新(xin)產(chan)(chan)品(pin)(pin)創新(xin)服(fu)務典(dian)型案例清(qing)單,引導企(qi)業參與(yu)國家(jia)級(ji)(ji)、省級(ji)(ji)重點(dian)智(zhi)能(neng)建(jian)造(zao)科研(yan)(yan)(yan)(yan)(yan)項(xiang)目(mu)。

(六)打造智能建造示范工程

在全面(mian)推(tui)動新型建(jian)筑工(gong)業(ye)化(hua)技術應用的(de)基礎上,推(tui)進工(gong)業(ye)化(hua)、數字(zi)化(hua)、智(zhi)(zhi)能(neng)化(hua)技術集成應用。研究制定市級智(zhi)(zhi)能(neng)建(jian)造示范(fan)(fan)項(xiang)目(mu)管(guan)(guan)理辦法,規范(fan)(fan)智(zhi)(zhi)能(neng)建(jian)造項(xiang)目(mu)評定標準、示范(fan)(fan)創建(jian)程序、驗收考(kao)核管(guan)(guan)理要求(qiu)和(he)支持政(zheng)策,引導政(zheng)府及國(guo)有(you)投(tou)資(zi)工(gong)程項(xiang)目(mu)和(he)大型企業(ye)帶頭開展智(zhi)(zhi)能(neng)建(jian)造試(shi)點示范(fan)(fan)創建(jian)。2023年(nian)起,每年(nian)培育不(bu)少于5個智(zhi)(zhi)能(neng)建(jian)造示范(fan)(fan)項(xiang)目(mu),及時總(zong)結推(tui)廣試(shi)點示范(fan)(fan)工(gong)程經(jing)驗,定期發布智(zhi)(zhi)能(neng)建(jian)造成熟技術(產品)實踐應用目(mu)錄和(he)案例集,建(jian)立智(zhi)(zhi)能(neng)建(jian)造應用示范(fan)(fan)場景庫和(he)可(ke)復制技術清單,不(bu)斷提升建(jian)筑工(gong)業(ye)化(hua)和(he)智(zhi)(zhi)能(neng)建(jian)造水平。

強化(hua)(hua)以城市信(xin)息(xi)模型(CIM)為基礎的(de)(de)智(zhi)(zhi)(zhi)能建造綜(zong)合管(guan)理,實現對數(shu)據的(de)(de)規(gui)劃(hua)(hua)、設計、施工(gong)、運維全生命周(zhou)期(qi)生產(chan)循環體系和規(gui)劃(hua)(hua)許(xu)可(ke)、施工(gong)許(xu)可(ke)、竣工(gong)驗收(shou)監(jian)管(guan)循環體系的(de)(de)可(ke)視(shi)化(hua)(hua)、數(shu)字化(hua)(hua)、智(zhi)(zhi)(zhi)能化(hua)(hua)管(guan)控,發揮(hui)CIM基礎平臺(tai)的(de)(de)數(shu)據底座集成能力,融合工(gong)程建設管(guan)理智(zhi)(zhi)(zhi)能化(hua)(hua)場(chang)景管(guan)理要求,豐富智(zhi)(zhi)(zhi)慧城市CIM+智(zhi)(zhi)(zhi)能建造應用,重點打造1—2個智(zhi)(zhi)(zhi)能建造項目(mu)集聚區。

(七)完善智能建造標準體系

充分調動企事業(ye)單位(wei)、協會(hui)、學會(hui)等社會(hui)力量開(kai)展標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)化工(gong)作的積極性(xing),鼓勵(li)引導骨干企業(ye)參與國家和(he)行業(ye)智能(neng)建造(zao)(zao)有關(guan)標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)研究(jiu)編(bian)(bian)制,推動建立建筑全(quan)生命周期智能(neng)建造(zao)(zao)信息(xi)標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)化管(guan)理體(ti)系(xi)和(he)應(ying)用(yong)技術標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)體(ti)系(xi)。進(jin)一步規范全(quan)市施工(gong)圖(tu)智能(neng)審查系(xi)統的數(shu)(shu)據(ju)要求和(he)審查要求,編(bian)(bian)制施工(gong)圖(tu)信息(xi)模型設(she)計交付(fu)標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)、竣工(gong)信息(xi)模型交付(fu)標(biao)(biao)準(zhun)(zhun)(zhun)(zhun),編(bian)(bian)制發布BIM模型輕量化參數(shu)(shu)標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)、部品部件BIM標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)、建筑工(gong)程項目(mu)物聯(lian)網應(ying)用(yong)標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)、數(shu)(shu)據(ju)采(cai)集標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)和(he)數(shu)(shu)據(ju)互聯(lian)互通標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)等基(ji)礎數(shu)(shu)據(ju)標(biao)(biao)準(zhun)(zhun)(zhun)(zhun),統一發布智能(neng)建造(zao)(zao)有關(guan)平臺數(shu)(shu)據(ju)接口標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)。

研究制(zhi)定全市智(zhi)(zhi)能(neng)建造項(xiang)目綜合(he)評(ping)(ping)定標(biao)準(zhun),明確(que)技術指(zhi)標(biao)架構、評(ping)(ping)分規則體系、等(deng)級劃分和(he)評(ping)(ping)定方(fang)(fang)法等(deng),開發新型(xing)建筑工業化標(biao)準(zhun)化和(he)智(zhi)(zhi)能(neng)建造有(you)(you)關控制(zhi)指(zhi)標(biao)自(zi)動評(ping)(ping)估軟件系統,實現(xian)在建項(xiang)目在規劃方(fang)(fang)案設計、施工圖(tu)設計等(deng)不同階段有(you)(you)關指(zhi)標(biao)的(de)模(mo)擬測評(ping)(ping),逐步建立具(ju)有(you)(you)南京特(te)色的(de)智(zhi)(zhi)能(neng)建造綜合(he)評(ping)(ping)定標(biao)準(zhun)體系。

(八)創新智慧監管手段

建(jian)(jian)立(li)健全(quan)與(yu)智能建(jian)(jian)造(zao)和(he)新型(xing)建(jian)(jian)筑工業(ye)(ye)化工作推進(jin)相適應的監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)體系(xi),構建(jian)(jian)智能建(jian)(jian)造(zao)信(xin)(xin)息服務和(he)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)平臺,整合行業(ye)(ye)主管(guan)(guan)(guan)(guan)部門、企(qi)(qi)業(ye)(ye)和(he)施工現場人(ren)員管(guan)(guan)(guan)(guan)理、設施設備、視(shi)頻監(jian)(jian)(jian)控(kong)、建(jian)(jian)筑起重機械自(zi)動(dong)控(kong)制(zhi)等信(xin)(xin)息資(zi)源,構建(jian)(jian)覆蓋主管(guan)(guan)(guan)(guan)部門、企(qi)(qi)業(ye)(ye)、工程現場多方聯動(dong)的可(ke)視(shi)化管(guan)(guan)(guan)(guan)理系(xi)統(tong),推動(dong)全(quan)要(yao)素數字化管(guan)(guan)(guan)(guan)控(kong)賦能項(xiang)目管(guan)(guan)(guan)(guan)理,實現數據共享和(he)協同運作。建(jian)(jian)立(li)健全(quan)BIM智能審(shen)查(cha)、規劃報建(jian)(jian)、施工圖報審(shen)和(he)竣工驗收管(guan)(guan)(guan)(guan)理制(zhi)度,進(jin)一步(bu)完善建(jian)(jian)設工程智慧質(zhi)監(jian)(jian)(jian)、智慧安監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)理系(xi)統(tong),提升質(zhi)量安全(quan)管(guan)(guan)(guan)(guan)理水(shui)平。

(九)構建產業互聯網平臺

加快建(jian)筑物聯網技(ji)術應用,引導建(jian)立(li)一(yi)批(pi)項目(mu)級、企業(ye)級智(zhi)能(neng)建(jian)造(zao)管(guan)理(li)(li)平臺,優化企業(ye)管(guan)理(li)(li)組織架構、工(gong)作流程(cheng)和信息流,建(jian)立(li)估算、報價、費(fei)用和進度(du)管(guan)控體(ti)系,完(wan)善(shan)商務管(guan)理(li)(li)、資金管(guan)理(li)(li)、財務管(guan)理(li)(li)、風(feng)險管(guan)理(li)(li)等信息系統,實(shi)現企業(ye)資源集約調配和智(zhi)能(neng)決策,實(shi)現建(jian)設工(gong)程(cheng)項目(mu)全過程(cheng)數字化交付和全生命周期信息共享。

依托全市政府投資(zi)項目集中建(jian)(jian)(jian)(jian)設管理的(de)體制優勢,建(jian)(jian)(jian)(jian)立(li)建(jian)(jian)(jian)(jian)筑產業(ye)互聯網管理服(fu)務平臺,整合重點(dian)建(jian)(jian)(jian)(jian)設項目需求與產品供給信息,培育垂(chui)直細(xi)分領(ling)域行業(ye)級平臺,引導各方參建(jian)(jian)(jian)(jian)主體和各類供應(ying)商入駐平臺,為建(jian)(jian)(jian)(jian)設工程項目招(zhao)采活動(dong)提供安全可靠(kao)的(de)數(shu)據;支(zhi)持行業(ye)骨干企業(ye)構(gou)建(jian)(jian)(jian)(jian)“互聯網+建(jian)(jian)(jian)(jian)筑工業(ye)化+科技金融”的(de)跨行業(ye)、跨領(ling)域協作體系,打造建(jian)(jian)(jian)(jian)筑產業(ye)互聯網平臺,提升供應(ying)鏈(lian)協同水平和全產業(ye)鏈(lian)資(zi)源配置(zhi)效能。

招(zhao)(zhao)標(biao)人結合工(gong)程項(xiang)目(mu)特點,在(zai)招(zhao)(zhao)標(biao)文件中可對智(zhi)能建造(zao)和新(xin)型建筑(zhu)工(gong)業(ye)化技(ji)(ji)術應(ying)用(yong)(yong)提出明(ming)確(que)要(yao)求(qiu)。對采用(yong)(yong)新(xin)型建筑(zhu)工(gong)業(ye)化技(ji)(ji)術的(de)政(zheng)府(fu)投(tou)(tou)資(zi)項(xiang)目(mu)設(she)計和施工(gong)招(zhao)(zhao)標(biao),符合國家和省規定(ding)情形(xing)的(de)可以(yi)采用(yong)(yong)邀請(qing)(qing)招(zhao)(zhao)標(biao)方式,招(zhao)(zhao)標(biao)人應(ying)當優先邀請(qing)(qing)具有(you)類似工(gong)程業(ye)績的(de)單位參加投(tou)(tou)標(biao);滿(man)足省有(you)關基本控制(zhi)(zhi)指標(biao)要(yao)求(qiu)的(de)項(xiang)目(mu)可以(yi)采用(yong)(yong)合格制(zhi)(zhi)資(zi)格預審(shen),滿(man)足省有(you)關基本控制(zhi)(zhi)指標(biao)要(yao)求(qiu)的(de)大型及以(yi)上的(de)項(xiang)目(mu)可以(yi)采用(yong)(yong)有(you)限數量制(zhi)(zhi)資(zi)格預審(shen),招(zhao)(zhao)標(biao)人應(ying)當將應(ying)用(yong)(yong)智(zhi)能建造(zao)和新(xin)型建筑(zhu)工(gong)業(ye)化技(ji)(ji)術作為擇優因素。

(二)工地差別化管理

采(cai)用(yong)新型建筑工業(ye)化和(he)智能建造技術(shu)的建設項目達到(dao)省有關(guan)(guan)基本控制(zhi)指(zhi)標要求(qiu),滿(man)足建設工程工地實(shi)施差別化管(guan)理規定的,可優先享受(shou)有關(guan)(guan)差別化管(guan)理政(zheng)策。

(三)商品房預售許可

對采用新型建(jian)筑(zhu)工業化技(ji)術并達到省有關基本控制(zhi)指標要求(qiu)的(de)商品(pin)房(fang)開(kai)發項目,可(ke)(ke)在基礎施工完(wan)成、預(yu)制(zhi)構件(jian)進場并首(shou)件(jian)安裝完(wan)成時申請辦理商品(pin)房(fang)預(yu)售許可(ke)(ke),其(qi)預(yu)制(zhi)構件(jian)的(de)采購投資可(ke)(ke)計入工程(cheng)建(jian)設(she)總(zong)投資額,納(na)入進度衡量。

(四)財政資金支持

結合我市(shi)(shi)建(jian)(jian)(jian)筑產業發展現狀、智能(neng)(neng)建(jian)(jian)(jian)造轉型發展要(yao)(yao)求(qiu),市(shi)(shi)級(ji)財政(zheng)給予必要(yao)(yao)的(de)資(zi)(zi)金支(zhi)持(chi)。充分發揮(hui)財政(zheng)資(zi)(zi)金引導效益,確保示范工作規范、有(you)序進行,修(xiu)訂完善智能(neng)(neng)建(jian)(jian)(jian)造市(shi)(shi)級(ji)示范管理(li)實施細則,明確智能(neng)(neng)建(jian)(jian)(jian)造示范的(de)認(ren)定標準、評(ping)定流程、資(zi)(zi)金使用和(he)管理(li)要(yao)(yao)求(qiu)等。同時鼓勵我市(shi)(shi)智能(neng)(neng)建(jian)(jian)(jian)造重大項目積(ji)極(ji)爭取國家(jia)、省有(you)關政(zheng)策和(he)資(zi)(zi)金支(zhi)持(chi)。

(五)金融服務

引(yin)導金(jin)融機構改進和完善對智能(neng)建(jian)造與(yu)新型(xing)建(jian)筑工(gong)業(ye)化(hua)領域的金(jin)融服務,對引(yin)進、消化(hua)吸收、自主創新研(yan)發大(da)型(xing)專用先進設備(bei)的新型(xing)建(jian)筑工(gong)業(ye)化(hua)生產企(qi)業(ye),優先給(gei)予信貸支持。對引(yin)進大(da)型(xing)專用先進設備(bei)的建(jian)筑產業(ye)現代化(hua)基地(di),其所屬企(qi)業(ye)經認(ren)定(ding)并(bing)取(qu)得高新技術企(qi)業(ye)資格(ge)的,可(ke)按(an)規定(ding)享受有關金(jin)融支持政策。

引導金融機構持(chi)續優化施(shi)工企(qi)業(ye)(ye)融資(zi)環境,在市場(chang)化、法治化原則下,采取(qu)增信、展(zhan)期、轉貸等切實有(you)效措施(shi)方(fang)式,滿(man)足智能建造有(you)關企(qi)業(ye)(ye)新(xin)增合(he)理融資(zi)需求(qiu),支持(chi)企(qi)業(ye)(ye)拓展(zhan)新(xin)業(ye)(ye)務。

(六)稅收優惠

本(ben)市企(qi)業為開發智(zhi)能建造、新(xin)型建筑工業化新(xin)技(ji)術(shu)、新(xin)產(chan)(chan)品、新(xin)工藝發生的研究開發費用,在按規(gui)定(ding)(ding)據實(shi)扣(kou)除的基(ji)礎上,符合條件(jian)的可(ke)在計算應納(na)稅所得額時加計扣(kou)除。優(you)先(xian)推薦擁有(you)成套(tao)智(zhi)能建造關鍵(jian)技(ji)術(shu)體系和自主知(zhi)識(shi)產(chan)(chan)權的優(you)勢企(qi)業申報高(gao)新(xin)技(ji)術(shu)企(qi)業,經有(you)權部門認定(ding)(ding)后,按規(gui)定(ding)(ding)享受(shou)相應稅收(shou)優(you)惠(hui)(hui)政策。對符合條件(jian)的,按規(gui)定(ding)(ding)落實(shi)重(zhong)大技(ji)術(shu)裝備進(jin)口(kou)關鍵(jian)原材料(liao)和零部件(jian)免征(zheng)進(jin)口(kou)環節增值稅、固定(ding)(ding)資(zi)產(chan)(chan)加速折舊(jiu)、技(ji)術(shu)轉讓(rang)免征(zheng)或減半(ban)征(zheng)收(shou)所得稅等優(you)惠(hui)(hui)政策。

(七)評優評獎

將(jiang)(jiang)智能建(jian)造和新型(xing)(xing)建(jian)筑(zhu)工(gong)業化有(you)關(guan)控制(zhi)指標及綜合評(ping)定結果作(zuo)為申(shen)報各類獎(jiang)項(xiang)、示范項(xiang)目(mu)的(de)重要參(can)考和主要憑(ping)證,在市(shi)級優秀勘察設計獎(jiang)、“金陵杯(bei)”等評(ping)選(xuan)中將(jiang)(jiang)智能建(jian)造和新型(xing)(xing)建(jian)筑(zhu)工(gong)業化項(xiang)目(mu)獲獎(jiang)名(ming)額單列,2023年占比不低于(yu)15%,以后(hou)每年遞(di)增5%,有(you)關(guan)項(xiang)目(mu)將(jiang)(jiang)優先推薦參(can)加省級同類獎(jiang)項(xiang)評(ping)選(xuan)。

通(tong)過(guo)驗(yan)收的(de)國家、省(sheng)、市(shi)級智(zhi)能建造示范項目(mu)和(he)被確定為觀(guan)摩工地(di)的(de)項目(mu),在(zai)建設(she)完成后且符合條件的(de)可直接授予“金(jin)陵(ling)杯”,并在(zai)建筑市(shi)場動態信用評價時對有關參建單位給予相應的(de)加分。

四、保障措施

(一)加強組織領導

市建(jian)(jian)筑(zhu)產(chan)(chan)業(ye)現代(dai)化(hua)推(tui)進工(gong)作(zuo)領導小組(zu)(zu)(zu)(zu)及(ji)辦(ban)公室(shi)(以下(xia)簡稱“市產(chan)(chan)業(ye)辦(ban)”)全面(mian)負責(ze)全市智(zhi)(zhi)能(neng)(neng)建(jian)(jian)造與新(xin)型建(jian)(jian)筑(zhu)工(gong)業(ye)化(hua)協同發展工(gong)作(zuo)推(tui)進和(he)(he)國家(jia)智(zhi)(zhi)能(neng)(neng)建(jian)(jian)造試點城市創建(jian)(jian)工(gong)作(zuo)的組(zu)(zu)(zu)(zu)織領導。市產(chan)(chan)業(ye)辦(ban)要進一步(bu)建(jian)(jian)立健全多部(bu)門聯席(xi)會議制度(du)和(he)(he)協調推(tui)進機(ji)(ji)制,根據工(gong)作(zuo)目標(biao)(biao)任務,適時調整領導小組(zu)(zu)(zu)(zu)組(zu)(zu)(zu)(zu)成(cheng)部(bu)門和(he)(he)人(ren)員,明確各部(bu)門任務分工(gong),及(ji)時研究解決推(tui)進過程中遇到的有(you)關(guan)問題,制定有(you)關(guan)配(pei)套措(cuo)施,加大督促考核(he)力(li)度(du)。各區(qu)政府(fu)和(he)(he)江北新(xin)區(qu)管理機(ji)(ji)構要落(luo)實屬(shu)地(di)責(ze)任,成(cheng)立區(qu)級建(jian)(jian)筑(zhu)產(chan)(chan)業(ye)現代(dai)化(hua)推(tui)進工(gong)作(zuo)領導小組(zu)(zu)(zu)(zu)及(ji)辦(ban)公室(shi)(以下(xia)簡稱“區(qu)產(chan)(chan)業(ye)辦(ban)”),增(zeng)強(qiang)工(gong)作(zuo)的積極(ji)性、主(zhu)動性,不斷完善內部(bu)推(tui)進機(ji)(ji)制和(he)(he)鼓(gu)勵政策,因地(di)制宜(yi)制定本地(di)區(qu)發展目標(biao)(biao)和(he)(he)增(zeng)長比例(li),確保各項目標(biao)(biao)任務落(luo)實落(luo)地(di)。

(二)密切部門協同

各項(xiang)目(mu)(mu)(mu)審(shen)(shen)(shen)批(pi)、監管(guan)部(bu)門(men)要(yao)加(jia)強聯動(dong)、密切協(xie)調、共同(tong)推進(jin)。在土地(di)(di)供(gong)(gong)給環(huan)節,以土地(di)(di)出讓方式(shi)供(gong)(gong)地(di)(di)的(de)建(jian)(jian)設項(xiang)目(mu)(mu)(mu),規(gui)(gui)劃和自(zi)然資源部(bu)門(men)在土地(di)(di)出讓前應(ying)(ying)就智(zhi)能(neng)建(jian)(jian)造(zao)與(yu)新(xin)型(xing)建(jian)(jian)筑工(gong)業(ye)(ye)化(hua)(hua)的(de)有(you)(you)關(guan)要(yao)求(qiu)(qiu)征求(qiu)(qiu)同(tong)級(ji)產業(ye)(ye)辦的(de)意見,并在土地(di)(di)出讓合(he)同(tong)中予以明確;以劃撥(bo)方式(shi)供(gong)(gong)地(di)(di)的(de)建(jian)(jian)設項(xiang)目(mu)(mu)(mu),立項(xiang)審(shen)(shen)(shen)批(pi)部(bu)門(men)應(ying)(ying)在政(zheng)府(fu)投資項(xiang)目(mu)(mu)(mu)審(shen)(shen)(shen)批(pi)時,充分考慮國家、省、市對新(xin)建(jian)(jian)項(xiang)目(mu)(mu)(mu)智(zhi)能(neng)建(jian)(jian)造(zao)與(yu)新(xin)型(xing)建(jian)(jian)筑工(gong)業(ye)(ye)化(hua)(hua)的(de)有(you)(you)關(guan)政(zheng)策規(gui)(gui)定(ding)和項(xiang)目(mu)(mu)(mu)增量成本的(de)投入需求(qiu)(qiu),督促有(you)(you)關(guan)單位嚴格落實有(you)(you)關(guan)要(yao)求(qiu)(qiu)。在項(xiang)目(mu)(mu)(mu)建(jian)(jian)設環(huan)節,行政(zheng)審(shen)(shen)(shen)批(pi)和行業(ye)(ye)主管(guan)部(bu)門(men)應(ying)(ying)在招(zhao)投標、施(shi)工(gong)圖審(shen)(shen)(shen)查、施(shi)工(gong)許可、質(zhi)量監督等環(huan)節嚴格把關(guan);房產、稅務、財(cai)(cai)政(zheng)、金融、科技、工(gong)信、人社(she)、生態環(huan)境(jing)、交通(tong)運輸、市場監管(guan)等部(bu)門(men)應(ying)(ying)在預售許可、稅收(shou)優惠、財(cai)(cai)政(zheng)資金、金融扶(fu)持(chi)、新(xin)技術應(ying)(ying)用、信息化(hua)(hua)建(jian)(jian)設、人才(cai)培訓、工(gong)地(di)(di)差別化(hua)(hua)管(guan)理(li)、構件部(bu)品部(bu)件運輸、企業(ye)(ye)管(guan)理(li)等方面(mian)提(ti)供(gong)(gong)支(zhi)持(chi)和保障(zhang)。

(三)強化方案論證

建(jian)(jian)設(she)項目(mu)按(an)規定(ding)應當(dang)采用(yong)(yong)智能建(jian)(jian)造與(yu)新(xin)型建(jian)(jian)筑工業化方式的,建(jian)(jian)設(she)主管(guan)部門在(zai)項目(mu)立項后至施工圖審查(cha)報審前(qian),通過南京(jing)智能建(jian)(jian)造信(xin)(xin)息服(fu)務與(yu)監(jian)管(guan)平臺對有(you)關指(zhi)標(biao)落實(shi)(shi)情況進行指(zhi)導(dao)和監(jian)督,并推送有(you)關信(xin)(xin)息。對申請享受有(you)關鼓勵政策或因技術原(yuan)因調整有(you)關指(zhi)標(biao)要求的,建(jian)(jian)設(she)主管(guan)部門應按(an)管(guan)理(li)權限和有(you)關規定(ding)及時組(zu)織召開專家論證會,主要對項目(mu)在(zai)政策執行、技術應用(yong)(yong)、標(biao)準(zhun)化設(she)計、施工組(zu)織和保障措(cuo)施等(deng)方面的合理(li)性(xing)、可行性(xing)、經濟性(xing)和有(you)關指(zhi)標(biao)計算的準(zhun)確性(xing),進行論證并反(fan)饋建(jian)(jian)設(she)單位。建(jian)(jian)設(she)單位應督促參建(jian)(jian)各(ge)方嚴格(ge)按(an)照實(shi)(shi)施方案落實(shi)(shi)各(ge)項技術措(cuo)施,若因特殊原(yuan)因發生變(bian)化的應及時報告。

(四)實施動態監管

建(jian)(jian)(jian)立全市(shi)智能建(jian)(jian)(jian)造與新(xin)型(xing)建(jian)(jian)(jian)筑工業化建(jian)(jian)(jian)設項(xiang)(xiang)目(mu)動(dong)(dong)態(tai)信(xin)(xin)息(xi)(xi)跟(gen)蹤和(he)(he)(he)(he)統計制度,加強項(xiang)(xiang)目(mu)信(xin)(xin)息(xi)(xi)登(deng)記和(he)(he)(he)(he)全過程(cheng)動(dong)(dong)態(tai)跟(gen)蹤,充分利用信(xin)(xin)息(xi)(xi)化手(shou)段,實(shi)現項(xiang)(xiang)目(mu)全流(liu)程(cheng)信(xin)(xin)息(xi)(xi)采(cai)集、動(dong)(dong)態(tai)預警和(he)(he)(he)(he)數據共享。全市(shi)所(suo)有采(cai)用智能建(jian)(jian)(jian)造和(he)(he)(he)(he)新(xin)型(xing)建(jian)(jian)(jian)筑工業化技術(shu)的(de)項(xiang)(xiang)目(mu)均(jun)應(ying)在開(kai)工前至南京智能建(jian)(jian)(jian)造信(xin)(xin)息(xi)(xi)服務與監管(guan)平(ping)臺完成初始信(xin)(xin)息(xi)(xi)登(deng)記,并按(an)(an)要求上(shang)傳經(jing)審查后(hou)的(de)BIM模(mo)型(xing)、構件動(dong)(dong)態(tai)信(xin)(xin)息(xi)(xi)等(deng)資料(liao)。市(shi)(區)產業辦(ban)要按(an)(an)照“雙隨機、一公開(kai)”的(de)要求,依托行業協會和(he)(he)(he)(he)專家庫專家,對(dui)建(jian)(jian)(jian)設項(xiang)(xiang)目(mu)參建(jian)(jian)(jian)各方(fang)信(xin)(xin)息(xi)(xi)登(deng)記和(he)(he)(he)(he)采(cai)集情況組織開(kai)展抽(chou)查(抽(chou)查比例不低于3%),并及時編發抽(chou)查通(tong)報(bao)。對(dui)已享受有關鼓勵政策但未按(an)(an)照論證方(fang)案或(huo)施(shi)工圖(tu)設計文件實(shi)施(shi)的(de)項(xiang)(xiang)目(mu),應(ying)取(qu)消政策支持,并通(tong)報(bao)有關職能部門對(dui)有關責任單位和(he)(he)(he)(he)責任人依法予(yu)以查處。

(五)加大宣傳力度

充分(fen)發揮新(xin)聞(wen)媒體的宣傳引(yin)導作用,及時(shi)發布有關政(zheng)(zheng)策,通過示(shi)范(fan)引(yin)領(ling)、基地(di)建(jian)設(she)、交流觀摩(mo)等形(xing)(xing)式廣泛(fan)宣傳智能建(jian)造與(yu)新(xin)型(xing)建(jian)筑工(gong)業化基本知識(shi),提高(gao)社(she)會(hui)認知度,營造支持智能建(jian)造與(yu)新(xin)型(xing)建(jian)筑工(gong)業化發展的良(liang)好(hao)氛(fen)圍(wei),調(diao)動社(she)會(hui)各界(jie)參(can)與(yu)積極性,打造良(liang)好(hao)的發展環(huan)境,推動形(xing)(xing)成(cheng)行業自(zi)律、政(zheng)(zheng)府(fu)監(jian)(jian)管(guan)、社(she)會(hui)監(jian)(jian)督相結合的協同監(jian)(jian)管(guan)新(xin)格局(ju),促進全市建(jian)筑產業轉型(xing)升級和高(gao)質量發展。

本(ben)意見由市(shi)(shi)建設主管部門具體承(cheng)擔解釋工作,原我市(shi)(shi)有關政策與(yu)本(ben)意見不一致的,以本(ben)意見為準(zhun)。

本意見自2023年6月1日(ri)起實(shi)施,有效期(qi)至2025年12月31日(ri)。
