40%裝配式建筑,明確十項重點任務!《河南省碳達峰實施方案》印發

河南省人民政府近日印發《河南省碳達峰實施方案》,其中提出,推廣綠色建造方式,加快推進新型建筑工業化發展,大力發展裝配式混凝土建筑和鋼結構建筑,推動裝配化裝修,落實年度建設用地供應面積中裝配式建筑建設面積比例。到2025年,全省新開工裝配式建筑面積占新建建筑面積比例力爭達到40%。促進綠色建材應用,不斷提高綠色建材應用比例。樹立建筑全壽命周期理念,推行建筑綠色規劃、綠色設計、綠色施工、綠色運營、綠色維護、綠色拆除全過程管理制度,杜絕大拆大建。建設綠色城鎮、綠色社區。

方案中提出,持續提升綠色建筑比例,大(da)型(xing)公共建(jian)(jian)筑和國家機關(guan)辦公建(jian)(jian)筑、國有(you)資(zi)(zi)金參與投資(zi)(zi)建(jian)(jian)設(she)的其他(ta)公共建(jian)(jian)筑按(an)照一星(xing)級以上綠色建(jian)(jian)筑標(biao)準進行(xing)建(jian)(jian)設(she)。開展超低能耗建筑示范,推動超低能耗建筑、低碳建筑規模化發展。深入推進居住建筑和公共建筑節能節水改造與功能提升,推動老舊供熱管網等市政基礎設施節能降碳改造。探索既有建(jian)筑節能(neng)改造市場(chang)化模式,推(tui)進公共(gong)建(jian)筑能(neng)效提(ti)升試點城市建(jian)設。提升城鎮建筑和基礎設施運行管理智能化水平,加快推廣供熱計量收費和合同能源管理,逐步開展公共建筑能耗限額管理。到2025年(nian),城(cheng)鎮新(xin)建(jian)建(jian)筑100%執行綠(lv)色(se)建(jian)筑標準(zhun);到2030年(nian),全(quan)省新(xin)建(jian)建(jian)筑嚴(yan)格(ge)執行建(jian)筑節能(neng)設計標準(zhun)。

方案中還提出,鼓勵在建(jian)(jian)筑領域規模(mo)化(hua)應用可(ke)再(zai)生能(neng)(neng)(neng)源,提(ti)高太陽能(neng)(neng)(neng)、風能(neng)(neng)(neng)、地(di)(di)熱(re)能(neng)(neng)(neng)、生物(wu)質能(neng)(neng)(neng)等可(ke)再(zai)生能(neng)(neng)(neng)源綜合利(li)用水(shui)平(ping)。可(ke)再(zai)生能(neng)(neng)(neng)源利(li)用設(she)施與建(jian)(jian)筑主體(ti)工(gong)程(cheng)同(tong)步設(she)計、同(tong)步施工(gong)、同(tong)步驗收(shou)。開展建(jian)(jian)筑屋頂(ding)光伏行(xing)動,充分利(li)用既有建(jian)(jian)筑屋頂(ding)資源建(jian)(jian)設(she)光伏發電設(she)施,鼓勵工(gong)業(ye)廠房屋頂(ding)建(jian)(jian)設(she)光伏發電設(she)施,大幅(fu)提(ti)高建(jian)(jian)筑采暖、生活(huo)熱(re)水(shui)、炊事(shi)等電氣化(hua)普及率。推(tui)進熱(re)電聯(lian)產集中供暖,加快(kuai)推(tui)動工(gong)業(ye)余(yu)熱(re)供暖規模(mo)化(hua)發展,因(yin)地(di)(di)制宜推(tui)行(xing)熱(re)泵、生物(wu)質能(neng)(neng)(neng)、地(di)(di)熱(re)能(neng)(neng)(neng)等清(qing)潔低碳供暖。提(ti)高建(jian)(jian)筑終端電氣化(hua)水(shui)平(ping),建(jian)(jian)設(she)集光伏發電、儲能(neng)(neng)(neng)、直流(liu)配電、柔性用電于一體(ti)的"光儲直柔”建(jian)(jian)筑。到2025年,城鎮建(jian)(jian)筑可再生能源替(ti)代(dai)率達到8%,新建(jian)(jian)公共機構(gou)建(jian)(jian)筑、新建(jian)(jian)廠房屋(wu)頂光伏覆蓋率力爭達到50%。

(he)能(neng)效提升(sheng)。發(fa)揮新興產業(ye)(ye)投(tou)資(zi)引導(dao)基(ji)金(jin)(jin)、創業(ye)(ye)投(tou)資(zi)引導(dao)基(ji)金(jin)(jin)、河(he)南省綠(lv)色(se)發(fa)展基(ji)金(jin)(jin)等(deng)政(zheng)府(fu)投(tou)資(zi)基(ji)金(jin)(jin)的引導(dao)作用(yong)(yong),撬(qiao)動(dong)(dong)更多社會資(zi)金(jin)(jin)投(tou)入節(jie)(jie)(jie)能(neng)環保(bao)、新能(neng)源、碳(tan)(tan)(tan)捕集封存利用(yong)(yong)等(deng)綠(lv)色(se)產業(ye)(ye)。加大(da)(da)可(ke)(ke)再生(sheng)能(neng)源發(fa)展支持(chi)(chi)力度(du)(du)(du),有效破(po)解項(xiang)目(mu)建(jian)設(she)中(zhong)的土(tu)地供(gong)應、城(cheng)鄉(xiang)建(jian)設(she)、環境(jing)保(bao)護、電網(wang)適應性(xing)等(deng)瓶頸制(zhi)約,完(wan)善(shan)(shan)可(ke)(ke)再生(sheng)能(neng)源消納保(bao)障機(ji)(ji)制(zhi),出臺促進可(ke)(ke)再生(sheng)能(neng)源發(fa)展的空(kong)間要素、財政(zheng)金(jin)(jin)融(rong)(rong)(rong)(rong)等(deng)保(bao)障性(xing)措施(shi)。推廣節(jie)(jie)(jie)能(neng)環保(bao)服務政(zheng)府(fu)采(cai)(cai)購(gou)(gou),強化(hua)(hua)節(jie)(jie)(jie)能(neng)環保(bao)產品政(zheng)府(fu)強制(zhi)采(cai)(cai)購(gou)(gou)和(he)(he)優(you)(you)先采(cai)(cai)購(gou)(gou)制(zhi)度(du)(du)(du)執行(xing)。(三)建立健全(quan)市場化機制。組織省(sheng)內電力(li)企業積極(ji)參與全(quan)國(guo)碳排放權(quan)交(jiao)(jiao)易,加強(qiang)企業碳核查,做好排放配(pei)(pei)額分配(pei)(pei)、自愿交(jiao)(jiao)易、配(pei)(pei)套服務等(deng)工(gong)作。修(xiu)訂用(yong)能(neng)權(quan)有償使用(yong)和交(jiao)(jiao)易試(shi)點實施方案,完善用(yong)能(neng)權(quan)配(pei)(pei)額分配(pei)(pei)辦(ban)法(fa),推(tui)動用(yong)能(neng)權(quan)交(jiao)(jiao)易擴圍,優化能(neng)源(yuan)資(zi)源(yuan)配(pei)(pei)置。積極(ji)推(tui)行合(he)同能(neng)源(yuan)管理,推(tui)廣節能(neng)咨詢、診斷、設計、融(rong)資(zi)、改造(zao)、托(tuo)管等(deng)"一(yi)站式”綜合(he)服務模式。五、組織實施(一)加強(qiang)組(zu)織領導。加強(qiang)(qiang)黨對碳(tan)達峰(feng)、碳(tan)中和(he)工(gong)作(zuo)的(de)領(ling)導,省碳(tan)達峰(feng)碳(tan)中和(he)工(gong)作(zuo)領(ling)導小(xiao)組(zu)要(yao)加強(qiang)(qiang)整體(ti)部署和(he)系統(tong)(tong)推進(jin),研究重(zhong)大問題、組(zu)織重(zhong)大工(gong)程、發布重(zhong)要(yao)數據;領(ling)導小(xiao)組(zu)成員單位要(yao)加強(qiang)(qiang)配合,扎實(shi)推進(jin)相(xiang)關工(gong)作(zuo);領(ling)導小(xiao)組(zu)辦公室(shi)要(yao)加強(qiang)(qiang)統(tong)(tong)籌協調(diao),定(ding)期對各(ge)地(di)和(he)重(zhong)點領(ling)域、重(zhong)點行(xing)業工(gong)作(zuo)進(jin)展情況進(jin)行(xing)調(diao)度,加強(qiang)(qiang)跟蹤評估和(he)督促檢查(cha),確保各(ge)項任務落實(shi)落細。(二)強化責任落實。各地各部門要深刻認識碳達峰、碳中和工作的重要性、緊迫性、復雜性,切實扛起責任,按照本實施方案確定的主要目標和重點任務,著力抓好各項任務落實,確保政策到位、措施到位、成效到位。工作落實情況納入省委生態環境保護督察。(三)嚴(yan)格監(jian)督(du)考核。落實(shi)國家碳(tan)(tan)達峰碳(tan)(tan)中(zhong)和(he)綜合評價考(kao)核制度,建立碳(tan)(tan)達峰碳(tan)(tan)中(zhong)和(he)工(gong)作專項(xiang)考(kao)核機制,對(dui)能源(yuan)消費和(he)碳(tan)(tan)排放(fang)指(zhi)標實(shi)行(xing)協同管理、協同分解、協同考(kao)核。加強考(kao)核結果應用,按(an)照國家和(he)省有關(guan)規定對(dui)碳(tan)(tan)達峰工(gong)作成效突(tu)出(chu)的單位和(he)個人(ren)給(gei)予表彰(zhang)獎勵(li),對(dui)未完成目標任務的地方、部門依規依紀依法進行(xing)通報批評和(he)約談問責(ze)。各地各有關(guan)部門貫(guan)徹落實(shi)情況每(mei)年向省委和(he)省政府報告(gao)。
